This includes executive orders or instructions to government officials/agencies to investigate Musk or his companies. It could also include cancelling major federal contracts and subsidies that Elon's companies have.

The only thing I'm not sure how to specify is if he just happens to get investigated / lose contracts / etc but it's not clearly done as a form of retribution. I'm open to suggestions but in the absence of a good way to distinguish it, I might just make a personal judgement, or hold a poll.
