These numbers all look a bit high to me.

What does "accepts refugees" mean?

@toms I was inspired to create this question when I saw that Scotland had volunteered to take refugees. The US would be obliged to accept Gazan refugees if they could make it here and claim it, but that seems unlikely. Germany by law must accept refugees (I believe with no upward limits).

@BTE I'm mostly curious about resolution criteria with regard to Arab countries, which, being under international pressure to accept refugees and internal pressure to reject them, are likely to deliberately create an ambiguous scenario.
