- Resolve YES if Kearney’s 2028 Global Cities Index (GCI) lists Dubai with an overall rank from 1 to 18 (inclusive). Resolve NO otherwise. Use the rank published in Kearney’s official 2028 Global Cities Report (report page, PDF, or GCI table). Reference pages: Kearney Global Cities Report hub and Past Reports index. (kearney.com) 
- This market refers only to the Global Cities Index (GCI), not the Global Cities Outlook (GCO). If multiple Kearney materials differ, the final report/PDF takes precedence. (kearney.com) 
- If Kearney does not publish a 2028 GCI by December 31, 2029, resolve N/A. (kearney.com)
