The Online Safety Act 2023 imposes restrictions on sites with over 7 million users. Will wikipedia limit users access numbers to remain below that figure and thus the restrictions.
The timeframe is within 6 months of the Online Safety Act coming into force. If within it wikipedia has restricted user numbers specifically to remain a small enough site to not be covered by the restrictions market resolves YES. Acceptable sources include statements from Wikimedia Foundation, site notices on wikipedia itself, and mainstream news media. If within 6 months no such measures have been taken by wikipedia, resolves NO.
